It's a similar setup to Star Wars: Battlefront 2, Resident Evil 6, and several games in the Call of Duty franchise. The new feature allows two players to play on the same console with two controllers.
Epic Games has recently implemented Fortnite split screen on PS4 and Xbox One. It's a right place you could get more help. For XBOX issue, please post the issue to XBOX forum. Then launch the game, go to Options, and switch "Player 1 Input" over to the 360 controller. That should set the 360 controller to "Primary". Once there, click "Advanced", select the 360 Controller from the drop-down, and then hit Ok both times. Then open the human interface devices dropdown in device manager and look for HID-compliant game. If your wired xbox 360 controller defaults to player 2 when unplugged from your PC in windows 10, and the only thing that seems to fix it is restarting your PC, then this solution is for you! Go to device manager, click view, show hidden devices.
